Taylor Wimpey is back at Homefield. The parish minutes are the public record

Bovingdon does not need another newspaper to discover it is under housing pressure. It needs a paper that will stay with the file after the first splash.

On 1 June 2026 Taylor Wimpey presented proposals for land off Homefield to Bovingdon Parish Council’s planning committee. The minutes, signed that evening in the Memorial Hall, are short and specific: a brief presentation, then a public consultation at the same hall on 23 June, timings to be confirmed. Councillor Graham Barrett, the committee chair, was absent; Councillor Philip Walker took the chair. That is the first official mark in this village, not a press release.

Homefield is a short residential cul-de-sac off Green Lane, on the south-east edge of the village, close to Bovingdon Football Club. Anyone who lives on it already knows what an outline application at the far end would mean for a narrow road that was not laid out as a distributor. The parish record does not, in those June minutes, set a housing number, a tenure mix or a grey-belt claim. Those arguments live on Dacorum Borough Council’s Public Access register, where comments have to be made. This desk will extract the reference, the mix and the access drawings from that file in the next chapter. We will not launder another title’s copy to get there first.

The village is not starting from a blank map. Parish minutes through the spring show Grange Farm, on Green Lane, still working through conditions attached to hybrid permission 23/02034/MFA: materials, highway works, drainage. That permission is the large scheme already approved on the south-western approach. Homefield would be a second front, using the same Green Lane geometry. Treat them as one story about how much Bovingdon is being asked to take, not as two unrelated developer news items.

There is a third fact hanging over both. Ministers have designated Dacorum so that some major applications can go straight to the Planning Inspectorate. A village committee can still object. It cannot assume the decision will be taken in The Forum. That is why this paper is logging Homefield as a serial: parish minutes, then the register, then whoever actually determines it.

The planning committee met again on Monday 24 August at 6.30pm in the Memorial Hall. The agenda was published; the minutes had not appeared on the parish site by Friday 28 August. The next listed meeting is 14 September, same hall, 6.30pm. If you want a say that counts, comment on the borough register and turn up when the parish publishes the item.
