Dacorum to join a new West Hertfordshire council in 2028

The Borough of Dacorum will cease to exist as a local authority on 1 April 2028. That is now government policy, not a consultation option.

On 16 July the Ministry of Housing, Communities and Local Government confirmed that Hertfordshire will move to four unitary councils, subject to parliamentary approval. Dacorum will be paired with St Albans City and District in a new West Hertfordshire authority: also described in some briefings as North West Hertfordshire.

The remaining map is equally sweeping. South West Hertfordshire will cover Hertsmere, Three Rivers and Watford. A Central Hertfordshire council will take Stevenage, most of North Herts and most of Welwyn Hatfield. An eastern authority will combine Broxbourne and East Herts, plus a handful of wards peeled from neighbouring districts.

For residents the practical question is not the name on the letterhead. It is who collects the bins, who decides planning applications, and who is accountable when a pothole sits on a county road that a borough cannot touch. Unitary government is designed to end that split. It will also enlarge the distance between Hemel Hempstead’s Forum and the people who vote.

Dacorum Borough Council’s leader, Councillor Sally Symington, called it a landmark day and said the next 20 months would be spent building an authority that is “ready from day one”. Shadow elections are scheduled for May 2027. Those councillors will sit alongside the existing borough and county members until vesting day.

The 2023 Dacorum council is already a hung chamber: Liberal Democrats lead with 19 seats, Conservatives hold 18, independents 10 and Labour 4. That arithmetic will not transfer neatly onto a combined Dacorum–St Albans map. St Albans has its own political texture, and the new authority will inherit both sets of services: housing, leisure and planning from the districts, plus education, highways, social care and libraries from Hertfordshire County Council.

There is a second, quieter change sitting behind the reorganisation. Hertfordshire is expected to form a strategic mayoral authority. That mayor would hold the kind of transport and skills powers already familiar in Greater Manchester. For a borough that lives and dies by the West Coast Main Line, the A41 and M1 junction 8, that may matter more than the colour of the recycling box.

This is a running beat, not a one-day splash. Shadow elections are due in May 2027. Vesting day is 1 April 2028.
