Hemel Garden Communities is the strategic site: thousands of homes, new neighbourhoods, and a decade of construction traffic on the north side of Hemel. SPDs adopted in June 2026 start to lock the layout.
Tring has fought individual allocations: inspectors have already asked for notes after a refusal. Berkhamsted’s constraint is geography: a valley, a railway, an AONB.
